Risk means the probability that a hazard/disaster could cause harm. Harm could be in terms of loss of life, injury and/or destruction and damage of assets, like house, furniture etc. Take for instance, if a person is living near a river/sea, flood could harm her/him. This is a situation of risk. If the person has a disability, the risk is higher. If she/he happens to be poor or is old or does not have a supportive family, then the risk further increases in terms of the impact the disaster would have on her/him.
